Inlet Valve, Outlet Valve and Float Explained
Three parts sit behind most cistern trouble: the inlet valve, the outlet valve and the float. Each one fails with a symptom of its own.
Here is what each part does and how it lets you down:
Inlet valve
refills the cistern after each flush and closes when the float reaches its level. A tired or gummed-up valve fills slowly, weeps or never shuts off.
Outlet valve
holds the water between flushes. Once its washer wears, water slips into the pan, the cistern refills itself and the loo seems to run.
Float
sets the fill level. Set too low, the flush comes out weak or partial, and a sticking flush button causes the same complaint.
Cistern not filling
usually the inlet valve again, a float adjusted too low, or a stop tap that never opened fully.
Most running or leaking cisterns are cured by replacing the inlet valve and the outlet washer, when the cistern body is sound. The brick houses from the 1960s and 1970s building surge here have mostly had a cistern rework or two, so a single street can carry three generations of fittings.
For the wider run of jobs, see our tap and toilet plumbing page or our tap repairs service. Constant refills without a flush get the full step-by-step diagnosis in our running toilet guide.

When a Cracked Toilet Is Past Repair
The price of a toilet repair depends on which part has failed and on whether the porcelain is cracked. Access to the cistern and to its isolation point, plus the number of parts replaced, sets the rest. You see the figure as a fixed quote once a plumber from our team has looked over the job.
A crack in the porcelain is where repairing stops. No washer or seal mends broken china, so a cracked cistern or pan means replacing that piece or the whole suite.
A toilet that keeps coming back for parts can work out less to swap than to keep patching, and we judge that job by job. Any replacement cistern or pan needs WaterMark certification and WELS (Water Efficiency Labelling and Standards) registration before a licensed plumber may lawfully install it, which our toilet installation page covers.

Damp Floor Around a Toilet
Toilet leaks give themselves away at three points, and each point points to its own part. Check where the water shows before touching anything:
The supply end
the small isolation tap beside the cistern, often called a mini stop, and the braided hose feeding it.
Between cistern and pan
the rubber seal where the two join, which shrinks and weeps with age.
At the base
the pan connector seal, or a hairline crack in the pan itself.
A sewage odour with no visible damp usually means the rubbers at the pan-to-drain joint have perished or shifted. We renew those seals and check the connector while we are there. For a silent leak, a trickle of food colouring in the cistern, left unflushed, betrays the problem if tint reaches the bowl, and flushing clears it because ceramic will not stain.
The reactive clay under the gardens here swells after rain and shrinks through dry spells, which can leave a pan rocking on its connector well before anything cracks. Aspley Plumbing Services renews valves, seals and connectors across the suburb. A drain that will not clear at all is a blocked drains job rather than a toilet repair.

Toilet Repairs for Owners and Tenants
Queensland lets a householder with the right skill swap three cistern parts: the suction cup rubber, the drop valve washer and the float valve washer. The finished job still has to meet the standards. The rest of the work on a loo belongs to a QBCC licensee as minor work, and neither a council permit nor a Form 4 applies.
A toilet that will not flush, or one that breaks down, sits on Queensland's emergency repair list for rentals. Under those tenancy rules, keeping the place in repair falls to the owner or manager, and the tenant reports a fault straight away.
At the last census, 1,209 of the dwellings here were townhouses or semis, and rentals sit among the detached houses too, so the owner-versus-tenant question comes up on plenty of calls. Aspley Plumbing Services quotes owner-occupied homes and rentals the same way.

Toilet Questions We Hear Most
Call (07) 3524 7137Why won't my toilet cistern fill up?
An inlet valve that has worn or clogged is the usual culprit, with the water supply on. A float set too low shuts the refill early, and a partly closed stop tap chokes the flow. One visit lets our plumber test all three.
Why does my toilet smell like sewage?
Perished or shifted rubbers where the pan joins the drain usually let sewer air past the joint. A plumber renews those seals and checks the pan connector while there. A smell that arrives with a slow drain points to the drain line instead.
How much does it cost to fix a toilet in Aspley?
The price turns on the failed part, any damage to the china, how easily we reach the cistern and its stop tap, and the number of pieces swapped. You get a fixed quote with flat-rate pricing once one of our plumbers has seen the job.
Can you fix a cracked toilet cistern or pan?
No, fractured porcelain is where mending ends and a replacement begins. We swap the cistern or the whole suite, and the new fixture needs WaterMark certification plus its WELS registration.
Will Urban Utilities adjust my bill for a leaking cistern?
No, Urban Utilities excludes a running cistern from its concealed leak adjustment, along with taps, hot water systems and other water appliances. The owner carries that loss, so repairing the cistern promptly stops the waste at its source.
